Government agencies are frequently targeted by hackers. During the early days of the internet, computer enthusiasts would sometimes try to access a government system because they wanted to challenge themselves. There still are hackers who try to crack into agencies just to see if they have the skill to do it, but the majority of attempts are likely committed by people with other motivations. Some are attempting to steal information or spy on behalf of other nations. Others are driven by greed and are hoping to steal data belonging to citizens.

Transportation services such as railways and airports, vital services such as health care networks, and utilities such as phone companies and electricity providers are increasingly vulnerable. Automated functions can be hacked into and manipulated, potentially causing problems ranging from service out-ages to dangerous situations.

Businesses are often targeted. Trade secrets and inside information about deals or finances tempt hackers who go after large corporations. Small businesses may be hacked for customer data or information about suppliers and clients. Hacking attempts are made against smaller businesses because black hats believe these companies may have weak security.
